It depends on what you are going to ask.

  • If it is related to the trading accounts, money for trading and so on - ask your broker for support;
  • if it is related to general issue related to how to use Metatrader - open the thread on this forum; 
  • if it is related to financial issue with the Market products and with the Signals here - read post

I engaged the services of a programmer to modify my MT4 EA for me. He took two extra days to hand over the EA to me. I needed a couple of days to test the EA to truly confirm whether he did a good job or not. 
He convinced me to believe that he had done a good job. I was coerced to accept the job and I gave him very nice review, only to discover a few hours later that he didn't modify the EA exactly the way I specified. 
He wouldn't respond to my messages. 
He is <name of the coder was deleted by moderator>
He is a quack programmer. 

How do I report him to MQL5, please?

means: if some rule is broken so you can report to the service desk desk for example.

How to dispute finalized freelance order?

Arbitration cannot be used in this case as the job has completed.

You should not have completed until you were satisfied that the job had been completed according to the specifications.

Although it is not explicitly stated with the phrase "no appeal is possible after closure", the procedure and key sections in the rules make it clear that:

  • "If dispute arises between the Customer and the Developer, which cannot be solved without the involvement of a third party, any of the parties may apply to arbitration."
  • "The term of accepting the arbitration application is 10 working days."
This implies that:
  • You can only request arbitration within a specific time frame.
  • Once the "Work Acceptance" step is confirmed, the work is considered completed.
  • Payment is executed automatically after this acceptance (Sections II and IV).

How do I report him to MQL5, please?

If you allowed him to took 2 extra days, it's not his fault. It usually happens, sometime client may not reply for more than 2 days while developer may be working on your project as it could be a more challenging coding work for him.

You gave him nice review it's a good sign of gesture but a review should be given when you are satisfied with work.

If you think according to the agreement the job was not done then you can first message the developer that I will wait for 7 days for your response before contacting support. If he does not reply then contact support but make sure the job description aligns and matches to prove that he did not deliver you what was written in the agreement and it is not an out of scope agreement with what you expected.

If your expection is out of scope of agreement then reporting will not work as team may review carefully.

You must create a video, screenshot to verify the job description was not matching with what the developer delivered and next time be careful to review the work before writing a good review.

Sergey, thank you so much. I should have tested extensively before closing the deal. I have learnt my lessons.

Thank you so much, Rajesh. It was my first time engaging the services of a programmer here, so I guess I trusted the programmer to be honest when he gave me all the assurance that he had done exactly what I engaged him for.

As I admitted previously, it was my first time engaging the services of a programmer here, so I was naive to believe the assurance of the programmer to the effect that he had done exactly what I had paid him for. 

I believe that next time, I will be wiser.
