In principle, the quotes should produce a stable distribution (I'm not sure what type you have, but it looks like it). It should be done only during the time when there is no active trade.
As long as the buy/sell flows are more or less balanced, something like this should be observed. But as soon as the pesecos/trend/impulse starts, whatever you want to call it, "the evening ceases to be languid" :-)
IMHO: The general statistics on which the reasoning is based is flawed. It is calculated by "average hospital temperature". And figuratively, there is a trend phase, there is a flat, the first one takes 15-20% of time, all the rest time it is flat with decaying volatility.Having collected the statuses, the TS has mixed them up
