I think it is not an error, but the style, if you can call it that, of the article. If it talks about "our" actions of buying and selling, then it is logical that the price last set by our transactions. But it doesn't take into account the fact that this price can be changed by someone else. And my question was only to clarify the understanding for both me and the following readers.

Exchange stack (level 2 on the American market) is a list of limit orders on the market at the current moment. As a rule, sell orders are located at the top and highlighted in red colour - they are also called "ask".Bids to buy are highlighted in green, located at the bottom and are called "bid" (from English bid - offer). Both of them are also called "offers ".
Sometimes only bids for sale are called "offers".
We should correct this point in the article.
