Let me clarify your point about those who do not care. Suddenly they are joined by liberals who call for a boycott of the election or spoil the ballot (Nemtsov, Milov, Shenderovich, etc.). Don't be ridiculous Captain Mosquito. If you were following this process, you would know that when changing, fractions of percentages were changed and there can be no such skewness from the change.

It's just a technical glitch, albeit a symbolic one.
