Well, it all makes sense. For a good kickback, they bought unwanted "junk" for huge sums of money.
Nowadays, such procurement "deals" for government agencies are no longer a crime. On the contrary, it is the norm of life.
It is not in vain that independent statistics experts note that about 80-90% (!) of earmarked government funds go left (into the pockets of officials) - precisely through such purchases of "cutting-edge technology...." that no one needs.
