There is no way to do it in real time... The delay in data output is long... It takes time to sleep... it takes time to drink tea... ...and then it looks like...
The central bank used to regulate the exchange rate quite successfully and people traded

On USDRUB tops we took action (+repo etc)... then three months of silence... And now the week before is sort of hinting...
