The article was written before this checkbox appeared, so keep an eye out for updates and you'll be informed.

Go to the "Signals" service. In the top right corner there is a link "create your signal". Press it and go to the signal settings page. The second line is a checkbox. This becomes your personal (non-public) signal.

I see this one. The meaning is not clear.
