Account balance protection EA.

Why writing it separately when you can write it together in one EA? I acknowledge that I don't know it all. I don't think you can use another EA to turn off another EA as ExpertRemove() does not accept parameters.
Is it possible to create an EA that would be compiled on one chart along side chart open with trading EA's applied, that would monitor the account balance permenantly and turn off trading EA's (or similar) IF the account DD hits x%.
Possible or not?
