I suppose he means that almost a half (more or less) of the citizens of Catalonia (a part of Spain) want to become independent from the rest of Spain and constitute their own Republic as a sovereign State.

No important country has been openly willing to recognize Catalonia as an independent State (in case they declare themselves unilaterally independent). They tried to make a referendum for the people to vote if they wanted to become independent or remain within Spain (something similar to Brexit), but they were forbidden by the Spanish authorities, who seized the ballot boxes, ballots, did not let them access the census, etc., etc. , so the results can not be considered.
