Automated Trading Championship 2007: Stop Out level 50% ?

Hi,
how do you understand 50% 'Stop Out level' in Trading Terms of Automated Trading Championship 2007 ( point IV. 6) ?
 - Is it a disqualification in case of 50% drawdown in porfolio form initial deposit ( i.e. from US$10 000 to under US$5 000 ) ?
 - Or it is a disqualification in case of 50% drawdown in porfolio in any moment ( for example from US$14 000 to under US$7 000 ) ?

Best Regards

Say your equity is $14000 and at that moment you have two trades with a total of 10 lots of USDJPY (requiring $10000 of margin).
You'll be stopped out at 50% of the margin, ie. when your equity falls below $5000.

Does it means that you are not stopped out when when your equity falls from e.g.  $14000 to $6000 (more then 50%) and after that returns up ?
Could someone from MetaQuotes Software confirm this ?
