Do you suggest using EA on a local PC that is powerful than a standard VPS with a stable 100 Mbps internet connection and with 150 ms - 225 ms connection to broker?

yes you can use local pc but its need to work 24 h to make EA don't miss any trades on news or you can know the date of news that you want trade on it and open the local pc on this time only to trade just this news
