Market making and arbitraging between brokers - Illiquid stocks

One stock in my contry is listed in two exchanges, one in the home country and another in USA. One is very liquid and the other very illiquid with huge bid-ask spreads.

The bot must:

1 - fetch current price in the liquid broker and the order book of the illiquid broker;

2 - use said price to place buy orders in the book of the illiquid broker, at better prices than current orders;

3 - monitor the illiquid broker order to see if it is executed; if not, check price again and adjust the order price if needed;

4 - when trade occurs, take short position in the liquid broker;

5 - manage current positions aiming to close all of them, by placing a sell order in the illiquid book and waiting for it to be filled.

Main point is: need to access data and trade in two different brokers, with communication between the accounts. Blazing fast execution IS NOT necessary, since the asset barely trade at all.

Budget size depends on how well the bot follows the specification, and how tailored it is for this demand and how easy it is to adjust. I expect to upload it to some cloud.

I have low programming skills, and math background, can perform only minor adjustments in the code. Happy to provide more details if needed.
