Simple robot that considers seconds before entry in tester and live

The requirement is to create a bare bones EA that can enter a trade at a specific time including seconds in tester and live.

the input fields should look like this

entry hour : 0-23

entry min :0-59

entry second 0-59

take profit in pips_____

Stop loss in pips _____

The problem we are having is with seconds entry. we  can't get seconds entry to work for both tester and live. If the native time functions in mql4

can not support seconds entry you can create a delay loop with a counter to simulate the behavior. 

Testing scenario

we want to use the 1 min tick chart of EUR/USD  and enter at trade at 12:59:50  seconds live and in tester. the trade should not enter before 

12:59:50 and should not enter after. both live and tester scenarios must work.
