Conditional Limit Orders

I want a EA, script or whatever might suit it best to do the following:

If price reaches above or below level x (depending on buy or sell), place limit order with size, sl and tp specified at level y.

And I want it to place a line on the chart marking level x when I set it up and have it removed one it places the limit order.
