I need this features in a Remote copy EA trader:

Remote copy EA trader with administration via web server in php and mysql.
EA connected via mysql with no delay in transmission of orders. It is must important to not delay existence.
Admin and Client area in php with access via login and password.
In the Client Area it can access his profile and can download the Client EA and have access to historical trades too.
Client EA can only be accessed in only one Metatrader to avoid not be used on several computers.
The EA must work both fx and binary option. Mainly binary option.
I need all this codes both MQ4 as MQ5.
