Simple EA - Open pending orders

I need a EA like this with following external variables which are changeable in input settings:

Hour, Minute, Hour_close_pending, Minute_close_pending, Pips, TP_Pips, SL_Pips, Lot, Magic_Number

At the specified time (Hour, Minute) get the iHigh and iLow price from the candle before. E.g. at 12:02 o clock, get iHigh and iLow from 12:01 candle if timeframe is minute.

Set a pending order +  and - "Pips" away from the iHigh price. + "pips" away is sell pending order. - "pips" away is buy pending order.

Set Pending order with TP and SL.

When one pending order is active, delete the other.  

After Hour_close_pending and Minute_close_pending time is reached, close all pending orders with that magic.
