Need someone to code ORB EA

I need a professional developer to code an Expert Advisor (EA) for MetaTrader 5 based on a clean London Opening Range Breakout (ORB) strategy. I do not know how to code, so I need someone to make it for me. It would trade on a 5m TF, multiple pairs, idk how EA work, but if i adjust which pairs EA will trade and how much risk per trade would be great. I also atteched a file to make it easier to understand, cuz my ENGLISH NOT SOO GOOD.

The rules to the strategy.

1. We wait for the first 15 minutes of london sesssion (9:00-9:15 UTC+2), the bot then marks out the high and the low of the first 15 minutes of the london session.

2. For a BUY, bot waits for price to breakout of the marked range, a valid breakout should mean the price broke the marked range to the uppside and is atleast 1 pip outside the range, when the candle closes bot enters the trade. SL goes just below the ORB low and TP is set for 1/1,1 Risk Reward. Viceversa for a SELL position. 

3. Bot would only take one trade per pair a day. If the ORB doesnt get broken out from in the first 4 hours after the London session, bot skips that day. 

4.Bot Also closes all positions before the next day in case TP or SL were not reached.
