Specialised Trade Copier (MT5)

I would like to copy trades between two MT5 platforms with the following criteria:

1. Copying has to be as fast as possible between both MT5 platforms 

The key difference between this and a normal copier is the following:

When opening a trade:

1. I need the receiver to copy the exact price from the sender

2. Allow a buffer of 'x' points (e.g. 0.00002 points in EURUSD)

3. If the receiver cannot match the same price in 'x' seconds - then ignore the trade

When closing a trade:

1. I need the receiver to copy the exact price from the sender

2. If possible a buffer is ok of a few points (e.g. 0.00002 points in EURUSD)

3. If the receiver cannot match the same price in automatically put a stop loss of the trade of 'x' pips

I also have other ideas if the above is not possible. 

I have put a cost range of $100-500; please provide the best estimate.
