MT4 EA that enable/disable another EA based on ForexFactory News Calendar

1.I need a News Expert Advisor (NEA) that can enable/disable another Running Expert Advisor (REA) on the MetaTrader 4 (MT4) based on the high-impact news release on https://www.forexfactory.com/calendar.php (NEWS). I have the REA on the MT4 on several charts, such as EUR/USD, GBP/USD, etc. 

2. The NEA1 should be able to read these NEWS schedule ahead in the beginning of the week when the forex market is open. The NEWS schedule are usually announced ahead of time for that week.

 3. For example based on the upcoming USD NEWS, the NEA should disable the REA for AutoTrading on any currency pairs related to USD currency, such as: EUR/USD, GBP/USD, etc X minures before and X minutes after news realese.

Ideally the NEA should prevent REA prevent from openning new trades but still meneging open trade. If this is not posible, it should disable REA by unchecking the Allow Live Trading on the REA

Note that MT4 AutoTrading button on the menubar is still running for the other REAs running perfectly.

But the EUR/USD and GBP/USD are not running because of the NEWS.


4. The NEA should be able to run on any pair any timeframe, for example EUR/USD 1 hour timeframe
