Latency Arbitrage MT4 Indicator and EA

Hi. I need an Expert in Arbitrage trading

  A basic arbitrage system to exchange price data between two and more brokers ( we could use memory map files if necessary ) and identify latency arbitrage .

First of all I need an indicator on chart which will alert me when there is an arbitrage opportunity e.a. Arbitrage on EU Broker#1 - SELL NOW for 1.2 pip profit

then if this one works fine we will do the EA as well

The basic concept of the “Arbitrage EA” is trading two different brokers against each other. The EA would take advantage of network or pricing inefficiencies between two brokers, sending short-lived orders and capturing 1-2 pips per trade. The EA shares the last price quote and timestamp between 2 and more platforms, and place order at the slow broker by knowing in advance the next price quotes to be received.
