or (2) to ask a new simple EA based on the same rules in MT5 code.

The converted or new code for MT4 should have the same functionality of previous MT5 code for everything, for example entry, exit, money management, and so on. I do not need line-by-line code conversion, but need the same functionality. For the the same functionality, you can see the simple entry rules in the above website. Also you can see other rules such as exit, money management and more from the comment lines and MT5 code which is already published at the same website. For sure I attach the same MT5 code which is published already in the above website (https://www.mql5.com/en/code/23434). 

(1) I prefer to ask for the conversion of the following EA from MT5 to MT4.

(2) However, if you feel easier to make a new EA based on the same rules in already published MT5 code, you can do it. Please let me know what you can do within the limited time and cost.
