Yes, Forex is legal in the United States. Unlike the securities and futures markets, the foreign exchange market is not controlled by 
any central governing body, there are no clearing houses and there is no arbitration panel. All members trade with each other based on credit agreements.

When Hedge is prohibited, that means that you are on a FIFO account and that you can't hedge with the same pair.

In accordance with the National Futures Association, the US accepted FIFO rule for its brokers back in 2009. As per its norms, so, every broker who falls under the jurisdiction of NFA will have to comply with this market policy.

It means, that you cannot go long and short the same currency pair at the same time..
It also means, that a trader or investor will have to close the oldest opened positions first, in case he or she is dealing in multiple trades of same size and pair.

if you switch FIFO to ON the expert will bee compatible with NFA Compliance Rule 2-43b or "FIFO rule"..
expert will wait for ALL ORDERS OF SAME PAIR to close first and only then start the next order..
by setting the "Sequence Trading" option to ON, multiple orders of different sizes in pair will be placed..

with this expert you can set a time period, for when he will trade in (H1 bars), by setting the "Sequence Trading" option to ON, thereby assigning it a trading sequence.
