News filter with DLL on mql5?

I have a news filter that disables / enables auto trading button before/after news releases . For this it uses DLL. I would like to share it for free. Can I submit this news filter on mql5 market

Cancell activation?

EA activation

Hi. I need to upgrade my VPS server to more GB/CPU (I do not use mql5 VPS). When I upgrade to a bigger plan, the IP address changes. Is the IP address considered as a new computer, so I have to use another activation for my EA's bought from Mql5 market when the IP address changes? The log in

Synchronize the EA with the VPS

Can not attach EA to chart anymore
