How does the market place listing work?

Does anyone know how listing in the market place works?
Are the products with the highest rating listed on the first page and those with the second highest rating are on page two and so on? 
 
I do not think it is disclosed in all the details.

We have updated market rules regarding product descriptions more than two months ago. Forum on trading, automated trading systems and testing trading strategies. Flashy, intrusive, and annoying descriptions are not allowed
 

Yeah, I know that one. I just know about one EA with ratings below 1000 that is not even listed in the 70 first pages in the market...

Why strange?
I think - there are some other rules which are taken into account for placing in the Market showcase, and those rules are not disclosed (to avoid some manipulation for example). I mean: the high rating only is not enough to get some high place in showcase website as there may be some other factors which are affected on it.
But it is my thinking only ... the seller of this product may write to the service desk asking them for advice ... but I do not think it will help a lot with this situation ... but who know ...
