Need to integrate News filter (CSV) option to open source code EA during backtesting in MT5

Specification

Hi to everyone, 

I need the support of an expert that can help me adding news filter on an open source code EA.

The news filter should have these options:

-disable trading before low impact news:true/false,if true> xx minutes before    and     enable trading after low impact news: xx minutes 

-disable trading before medium impact news: true/false,if true> xx minutes before    and     enable trading after medium impact news: xx minutes 

-disable trading before high impact news:  true/false,if true> xx minutes before    and     enable trading after high impact news: xx minutes 

-close all position when EA turns off because of news? true/false


The EA should be able to read CSV file containing news: the EA will recognize the News event during back testing and apply the options mentioned before.

Please assist me in how I should set up CSV file also.
