Did you try my suggestion there ? like, at least running 

sfc /?

and then

sfc  /VERIFYFILE=c:/program files/internet explorer/IESHIMS.dll

I ran sfc, I believe the answer is in the mql5.dll and need to check an old version to see if it works

Thanks for providing the requested files, it really helped resolve the problem. I believe we have a corrupt dll. I have attached the latest dll that is working with MetaTrader5 (mql5.dll.notworking) and one that a kind member of the community providing (mql5.dll.working). Please rename to analyse.

I was unable to run even a dependency check yesterday on the notworking mql5.dll or even register. At the time because the editor was generated an error as well, was not sure which was causing the problem, the metaeditor.exe or the mql5.dll it relies upon. It is definitely the dll, I have a clean dependency check on the old version which I could not get with the new one and I imagine it will not regsrv32 if I try as well. I suggest the gods of Meta please look at the latest release.
