Market products are associated with your MQL5 Community Account here on your site, not trading accounts. You can use the product on your computer with any trading account you wish, but you must be logged on with the same MQL5 Community Account that you used to purchase the product.
If you use a different computer or a 3rd party VPS, then you will consume an extra activation up to the maximum (5-20) allowed by the product, but you will continue to need to be logged on with the same MQL5 Community Account that you used to purchase it.
If you use MetaQuotes own Virtual Hosting solution, then no extra activation will be consumed.

I have a balance of 298 dollars and would like to buy an EA for 399 dollars. Can this be deducted from my balance? It doesn’t appear at all when I make the purchase.
Add the necessary funds into your MQL5 account first and then use your MQL5 account balance for your purchase.
If I buy EA from Market with my one account at it has 20 activation, Can I able to use on different account name ? or on different VPS with different account number and name or user id?
When you purchase an EA from the MQL5 Market, the license is linked to your MQL5 account, not to a specific trading account.
You can use the available activations on different MT4 or MT5 trading accounts, different VPS servers, and even different computers. Each new installation or significant hardware or system change may consume one activation.
As long as you log in with the same MQL5 account that purchased the product, you can activate it until all available activations have been used.
