It seems that there is something wrong with your computer or OS.
I suggest you to try in another computer or VPS.

it is weird that old installer works but new installer doesnt. Sounds suspicious to me like a major windows problem. could be simple fix, however, such issues are almost always easier and faster to format c drive, in case it might be a virus problem, and then reinstalling windows, than, spending time diagnosing and fixing windows, just to find that you have made problems worse a few days later when other issues start to happen.
I attached a picture if it might aid in solving this somehow.. these versions(in the picture) worked when i clicked on the installer.. But the newer ones doesnt react.
i suggest that you are just wasting your time now. something has gone horribly wrong on your computer. If i were you, would have been very worried about a virus before now, and have done a full backup of my data files and done a format of c drive; and the longer you go without doing that, the worse the damage will be, that is if you have a virus. Do you want to risk it longer by trying to fix it? especially when you could have had a new, clean, fresh system up and running by now, many times over.
Note that you could install mt4/5 with those files, and then trigger an update of each, however, the cause of your issue will likely remain unsolved. It could be a windows update or a virus. you could roll back windows update, however, that will often break windows even more, and you could remove a virus, however, without knowing how the virus got into your system, then, it could easily use the same method to reinfect your computer hours, or days after you have made a successful disinfection; whereas a clean and updated, fresh windows, will be harder for a virus to infect in the first place.CPU was changed recently and i didnt do any clean re-install on windows. Same windows should be possible to continue work even with cpu change.
i just now reread your first message. This is why, i am sure. after such an upgrade, windows will start normally, however, the closer the old and new cpus are in specifications, the more likely that windows will not realise that you do have a new cpu. The result of this is always some weird shit. by that i mean exactly the symptom you are having now. some exe files running fine, while others dont seem to run at all.
You could try running in command console, with admin rights, sfc /scannow
however, since it is an exe, this file may not even run. but good luck to you. if it dont work, then, a full format of c drive and reinstall of winblows is clearly in order.
