It was some discussion in Russian forum about the following: notifications are delivered via Google messaging services for Android phones (and I have no idea about iPhone sorry), and yes - telegram may be used as well. About iPhone - no idea.
You can try to fix it by yourself, and if not - write to the service desk asking their advice.
I tried writing to the service desk but there's an automatic bot that doesn't have information about this problem and there is no option to connect with real support.

I found the following: do not update iPhone/iPad to iOS 18.4 beta 1 (because Apple broke one of the functions in one of the libs in this beta). Continue using iOS 18.3. Means: do not update iPhone to beta.
