MT5 is using Microsoft Edge WebView2 together with Microsoft Edge (both of them should be installed on computer), and TLS 1.1 and TLS 1.2 (which should be installed too).
I personally had similar issue (but with error 403) on my new computer with Windows 11 64 bit, and I had to re-install WebView2.
I reinstalled Microsoft Edge and installed a new Microsoft Edge WebView2. The installation was successful and there were no error messages.
I also installed the TLS 1.1 and TLS 1.2 updates.
But then MT5 still reported the above error.

installing edge does not ensure installation of newest version of webview2/3.

If you can confirm that the newest files are still installed after a couple reboots, then, good. But windows update might revert those files to old or previous version. So, you may periodicily, want to confirm those new files are still present from time to time.

Maybe you can go to the product page and download the demo to confirm the product is still available on marketplace?
