can some tell me how to solve this issue
Follow the procedure, be patient.
Please don't write in ALLCAPS. It is considered "shouting" and rude. I have corrected your text.
As for your question, if it is with mutual understanding, then you don't have to wait. Both of you just have to select the appropriate option in the "Arbitration" menu and the system will automatically set the correct status and refund the money, less the 10% commission payable to MetaQuotes.
This is explained in the Freelance rules in the section — V. Arbitration Order — so, please read it carefully.

Select one of the arbitration's auto-options or contact the service desk.

How to arbitration job when i done my work but customer not confirm hangout and payment?

Once you select Arbitration, you then need to click one of the options to indicate to the Freelance moderator your preference.
I think that if you hover each option it gives you a short description.
In your case, I think you would choose "Complete Job" to indicate that you have completed the job and want full payment, but hover your mouse over it to make sure that is the case.

i am customer and i apply for arbitration with mutual understanding with developer. Now 7 days past. When I open service desk it ask for "Please paste a link"
kindly tell me what is the meaning of link and how i get/create. thanks
This makes no sense, as arbitration should be requested from order work, not from a ticket at the service desk.
At least that's how it has always been. I don't know if this has changed now, but I doubt it.
