trying to explain "what it is" you will willy-nilly catch yourself thinking you are partly explaining about wavelet. You can compare the video attached by Fedoseev with popular explanations of wavelets.

If for repairing a moped, then nothing, and if for trying to build a theory uniting the theory of relativity with quantum mechanics, then nothing, but in a different sense).

If in general, then stratification is one of the basic concepts of topology, generalising another - Cartesian product.
