I have been working only with ePayments for a year now. You should order a card in $, withdraw $ and then change it in a good exchanger - it is the most profitable scheme. You will lose your eP on a ruble card because the internal conversion rates of eP are not good.

In short, eP charges $2.6 per successful transaction (if you just look at the balance - does not count). It is clear that it is advantageous to withdraw large sums, as the commission is fixed and not a percentage. But you have to withdraw the money only in dollars. It's the only way to get around the problem of currency conversion at predatory exchange rates. Very few ATMs dispense dollars, and usually there are hard limits for foreign cards, for example no more than $400 for a single transaction. So the trick is to find a dollar ATM with a good limit. If it is found, the withdrawal scheme via eP is much more profitable than the same WebMoney.
