More than likely, you are not trading directly with the exchange, but through an intermediary broker. The kitchens use any means to make money, remove stops themselves, multiply spreads, delay sending data, etc., your difficulties are probably encrypted at your broker.

returning something like CHANGE_LIMITS in the return code.
