Here let me disagree with you, our great country has a counter-argument.
Condoleezza Rice has personally endorsed the use of so-called "harsh interrogation techniques" by CIA interrogators ...., harsh interrogation techniques were discussed and sanctioned in the George W. Bush administration.
The water torture in question is the partial drowning of the interrogator by attaching him to a flat surface and pouring water over his face, which also enters his lungs.
The CIA's methods, which critics consider illegal and call torture, have already been legalised. The CIA director said before a Senate committee that if water torture was recognised as torture, he would have to put half his staff on trial, so everyone agreed that such torture was now legal and would be called "harsh interrogation techniques".

So it's a no-brainer....
