The buyer paid for air - that's the ridiculousness of it.
To avoid such moments, I think the MQL5 service should limit sellers to a maximum number of activations (for example, 5), so as not to mislead buyers.
Actually, this is a normal and constant business practice of "the seller making soft terms in return for the buyer's good faith attitude".

That is why we have set a minimum of 5 activations.
This is a reasonable level of protection for buyers and preservation of sellers' earnings.
Why not make additional activations payable?
What if you buy 10 activations, install them on 10 cars, the vendor changes the number, and the activations are removed?
Then remove the ability to set the number of activations so that such surprises don't arise.
And don't talk about the reasonableness of 5 activations.
