I understand that you have to keep a cool head, but you have to understand that a person has a non-arbitrary reaction, self-preservation, you cannot be accountable for your actions, it requires years of training, like for the market, you need to suppress the instinct, and there is no such pill yet.
If something has dazzled you while driving, or dirty water has splashed around, you should not touch a brake at all because if someone behind you is driving, there is no guarantee that he will brake, and he is also dazzled.
Personally I got in a situation when moving in a stream has been dipped in muddy water, and so, that within some time (precisely more than 1 second) wipers cannot cope. It is frightening, of course, to move blindly, but nobody stopped and there was no accident.
And as for Chelyabinsk, there are lots of YouTube videos taken from different locations, I think there is no reason to doubt that the event took place.
