MQL4 Help please with MA touching and triggering into a trade

I would like some help please, I am new to coding and have basic knowledge of MQL4 and recently built my first EA, 

I would like to help with this question please, How do I do code when price is bearish, price comes down and touches my MA, i want to be triggered into a trade going bullish. like a touch reversal.

How would i code this in MQL4, I have googled it and youtubed and still cant find any information regarding my criteria.

Would really be grateful for someone to reach out and help me.

The candle Low is below the MA and the High is above. It has touched. When the Bid is above the moving average, it is "going bullish." When in doubt - think! No googling is required or needed.
