I had been looking at something similar over the last few weeks.
See attached screen grab of an indicator that set's up the first part of your request and alerts either
- Candle breaking above or below trend line (shown on grab)
- Candle breaking above or below horizontal line (not shown on grab)
The indicator paints an arrow at the line break and sets an alert.
I could develop this quite quickly into an EA/Robot.
