The dilemma for Mr Draghi is very strong. The rates cut is already assumed, but a QE maneuver would lead to the bearish break of 1.2750 and EurUsd would start to fall very quickly.

I agree, but only partially. The biggest dilemma of Mario Draghi is that so far all he did was "declarative intervention". So far no real action have been taken from the ECB side. Rate cuts (or not cutting them and saying a real reason why) would stop being just declarative. And I doubt that he is going to step out of the safe bounds of actually not doing anything
