Saving a screenshot on each tick would kill your CPU. Even 1 second is heavy on it, but from tick t tick would be too much

No strict rule of thumb but it should not be too often (saving the file can be time consuming and when the destination folder contains a lot of snapshots, it can get very slow)

As mladen has warned... be prepared for a lot of files

When the number of files in a folder grows over 1024, then it will slow down very much
