Yes. It can be like that. The second message is more general (based on the results of many checks), the first one more precisely indicates the problem: inability to open the file. The file is in the wrong place, or it is opened in some programme. If it is opened in Notepad, there will be no problem, but if it is opened in Excel, there will be.
 

I copied it to all the folders I could find.

So there is only one option - the file is in the wrong place. How did you find the folder where you put the file?
 

What do you mean, how did you search for it? I opened the folder where I installed the terminal and then created a text file (notepad) with the specified name, as it was written in the article MQL5\File. After I launched the tester. It gave an error.

I restarted the programme completely, again the error, I copy the file to all the folders that are inside the root folder where the programme is installed, I check in the tester again the error.

I don't know where the hell else to put it. Of course I can make screenshots where I copied the file, but I don't think it will help.

One will show that it is called correctly and is located where it should be according to the article. But it doesn't work.

Maybe it is not in the folder where the terminal is installed. It should be in the data folder of the terminal, it may not be in the same place as the terminal. Do it this way: in the terminal - Main menu - File - Open data catalogue... from here we dance.

I did this to open the root folder of the directory where the terminal is installed, so just in case there is also this file.

I also made a screenshot of the file itself, or rather, what it has inside, so what if I copied something wrong into it.

 
You don't have to put it there somewhere just in case, you just have to put it in one right place. When the file is where it should be, at least there will be no error about the inability to open the file.
