Disable all EA running on multiple charts when P/L or S/L HIT

One of the developer coded me the below requirement.

I am using 2 EA to open orders. It consists of Pending orders (Limit , Stop), Running orders. I need an EA which will close all these orders at market price when my input value P/L or S/L is reached. 

Once it closes all positions the other EA will open orders again. Then this new EA will again wait for P/L or S/L to reach the input value and again repeat the same process.

Also, Display on Chart 
1. Input P/L Value eg 20.50
2. Input S/L Value eg 50.50
3. Latest Time at which it trigger to close the positions

Even if the MT4 restart the Input value should NOT be reset. I believe should declare global variable as I have noticed that sometimes MT4 is restarted on VPS and I put auto start MT4.
