Spezifikation

I would like Alert arrows put on the attached RSi/MA.  
The specifications are:
- Whenever the MA line goes over the the RSI level of 60, I should get an alert;
- Whenever the MA line goes below the RSI level of 40, I should get an alert.

The candle that triggers the alert should be when the MA on the chart turns green (up arrow)  or red (down arrow).

I have attached what I currently have.
