Show Up or Down based on WebRequest Result

I need to develop an indicator which will show up or down arrow on the chart depending upon the result from a web URL which is also controlled by me.

Requirements are given below:

1. The indicator should check the Web URL every 3 or 5 seconds(as per the possibility) and if the URL returns 1, it should show up arrow(green) on the chart, -1 down arrow(red) on chart and if 0, waiting for signal.

2. The indicator should have options to set URL, username and password, show alerts (yes/no) option.

3. The indicator should post the username, password, chart currency pair to the URL to get the result in return. 

4. The indicator should make use of buffers so that it can work on Mt2 plugin.

5. If the details are wrong, URL will give 2 as result and its should alert " credentials invalid/service expired".

6. Once there is an active signal, the URL result may 1, and the indicator should not show it as another signal till the candle expires. (Since I will set chart M15 for 15 minute signals, the next signal needs to be checked or showed only after the candle expiry. You need to work on a logic for this.)

7. Should name the indicator. Will be provided in final stage.
