Momentum Alert script

I need a script that gives me an email alert whenever a certain momentum level in an instrument is reached. I do not know if this is done best as an EA or indicator or script, please advise me. I will refer to it following as "EA".

- EA is loaded onto the instrument.
- It uses the currenttly selected instrument
- Following parameters can be set on loading: timeframe (1 min is default), momentum period, upper momentum threshold, lower momentum threshold, max alerts per 5 min.
- After activating the EA, whenever the momentum crosses the upper [lower] threshold, an email is sent with subject line: "<instrument name> upper [lower] momentum cross" and in the email body:

- There should only be allowed a max allowed number of alerts per 5 min (configurable)
- If there is an error while sending, show alert as popup (using GetLastError)
- All settings should be visible with grey text in the upper left corner.
- Also in the upper left corner should be a switch to (de-)activate the EA which is light green when it is active and red when inactive.
- The Momentum with the selected momentum period is shown in the pane below the instrument
