Convert a MQL4 script to a standalone program (since MT4 is to slow)

The attached MQL4 script needs to be converted to a standalone desktop windows application since Metatrader 4 is to slow and the script takes forever to achieve what I am trying to do (create synthetic pairs for re-import into Metatrader).

The script is pretty self-describing. I´ve attached it to this job including the CSV files needed for a test. The output CSV it creates should be 100% identical to what the MQL4 script outputs (I´ll verify this before approving the final payment, so be sure to include all error-checks I´ve included), and it should not take weeks to process like it does in MT4 of course as I otherwise could just run it in MT4
