EA generator builder Windows for Japanese and Taiwanese and Korean customers

I would like to produce Windows EA and indicator generator for English and Japanese and Korean and Taiwanese customers.  I thought it online service first but I change my mind online service needs too much cost. If someone is able to make this kind of software I wish to work with you. I'm Japanese so Japanese is no problems if you speak and write English it's ok. And I think later other translation.
