when do the signal appear at opening or close of candle finally does the arrows repaint ?

Best moment for you to enter will be at the close of the candle, as while price is still moving signal might keep changing until bar is actually closed. That means that while bar is still not closed, arrow could show up and then disappear multiple times. You'd be taking the sign right after the bar is closed, beginning of the next,  if you wish a stronger signal.

do you have this available for metatrader 4?

also it would be great if you added a hieken ashi indicator built in to this
