Downtrend and uptrend? Or only to downtrend?

In that case, we really mean only 'in downtrend'. It is inline with the end of the sentence '..extends above the high of the previous bar'.

In an uptrend, the noise is the portion of the current bar that extends below the low of the previous bar.
